Ok this is totally subjective of course, beside being yet another awesome tech drawing i think it is underarmed for a cruiser class ship. More like a destroyer or maybe frigatte.
Cruisers are basically 1 step below a battleship.

And I am still hoping for that modular UN zeppelin sometime :)

I'm actually using the term in the early 20th century sense, where the term 'cruiser' describes a ship smaller than a battleship but larger than a destroyer that operates independently of the fleet as an agent of force projection. A ';protected cruiser' was a type of pre-dreadnought with armor on the deck and around the magazine and machinery spaces but lacking an armored belt.
